What the ad platforms allow, and what they do not
Most CBD marketing advice starts with tactics. It should start with policy, because the platforms decide which tactics exist. These are the rules as published by each platform and reported at the time of each change. They change often, so we check them again before any campaign launches.

Then there is the product itself. The FDA states that it is currently illegal to market CBD by adding it to a food or labeling it as a dietary supplement, and it has warned companies selling CBD products with claims to treat serious diseases. Whatever the platform allows, the claims on the ad and the page have to hold up.
Why conversion matters more in CBD than anywhere else
When the ad inventory available to you is limited, every visitor you do reach is worth more. A brand that can only advertise a slice of its catalog, on a few platforms, cannot afford a landing page that loses most of that traffic. The same logic worked for cannabis brands where paid reach is narrower still. Claims: what to say, and what never to say
In CBD, copy is a compliance decision as much as a creative one. The FDA has warned companies about disease claims, Meta prohibits medical claims in CBD ads, and the FTC’s Health Products Compliance Guidance requires health claims to be backed by competent and reliable scientific evidence, with testimonials never enough on their own.
- Lead with the product, not the cure. Quality, sourcing, testing and how the product fits into a routine, rather than what it treats.
- Show proof that does not make claims. Third-party lab results, reviews about the experience of buying and using the product, and the brand’s story.
- Keep the page and the ad consistent. A compliant ad that lands on a page full of health claims still puts the account at risk.
- Get claims reviewed. We are not lawyers. Rules differ by platform and by state, so compliance counsel should review claims before they run.

01Can you run Facebook and Instagram ads for CBD? +
Sometimes. Since July 2023, Meta has allowed ads for topical, non-ingestible CBD in the United States, but only for advertisers certified by LegitScript and given Meta’s written permission. Ingestible CBD, THC products and medical claims remain prohibited.
02Can you run Google Ads for CBD products? +
In a narrow set of cases. Since January 2023, Google has allowed ads for FDA-approved CBD drugs and topical, hemp-derived CBD with less than 0.3 percent THC in California, Colorado and Puerto Rico, with LegitScript certification. Supplements and food products remain excluded.
03Does TikTok allow CBD ads? +
